Highlights of Procurement Specialist Team Leader Position

The Procurement Specialist Team Leader (TL) will supervise four – seven Procurement Specialists to cover the Procurement of materials and services for the Texas City Site.

He/she will have a clear focus for all activities categorized under two labels:

  1. External market facing activities – creating world class sourcing solutions from detailed market expertise and knowledge, rigorous performance based relationship management of the supplier base and the effective application of common tools and processes.
  2. Internal facing activities driving delivery and implementation – get the value delivered to the bottom line, driving behavioral change, developing new business process, measuring and tracking performance to GFO, driving appropriate compliance, leading local/regional procurement teams. The Procurement Specialist TL will help drive the delivery and implementation for some specific material and service commodities across Texas City Refinery

The Procurement Specialist TL will work closely with Procurement Specialist (PS), Procurement Coordinators (PC) and Procurement Associates (PA) to communicate business needs, participate and direct the development of commodity strategies.

From the regional perspective, the Procurement Specialist TL is responsible for working with the Market Sector Management team for the various materials, services, and maintenance/engineering service commodities.

From the Texas City Site perspective, the Procurement Specialist TL is responsible for the direction and administration of the site procurement activities based on assigned material and commodity responsibilities in his group, working along with the other Procurement Specialist and Procurement Associates. The day-to-day focus of this position is the support of plant maintenance, operations and site services to accomplish business unit manufacturing objectives as detailed in the plants’ and business unit’s performance contracts.

The Procurement Specialist TL must be a very customer focused individual and take a lead in establishing and maintaining a customer/supplier mentality for his team in managing the contracts and transactions that support materials, fabricated equipment, and significant service requirements of the site.

The Procurement Specialist Team Lead will be based at the Texas City Refinery. The Procurement Specialist Team Lead will be a member of the Texas City Site Procurement Leadership Team consisting of the Site Procurement Manager, and the other site Procurement Team Leaders.

Key Responsibilities of Procurement Specialist Team Leader Position

  • Develop deep understanding of the specific maintenance/engineering/TAR service commodities for the site.
  • Aggregate the site requirements and give direction to staff for negotiating contracts for specific commodities.
  • Work closely with the relevant strategic sourcing contacts to leverage more value within the specific commodities
  • Be a team player and work with a motivated group of regional and site procurement personnel.
  • Assure the site procurement specialist team provides materials and services procurement expertise to the site.
  • Engage our customers in a constructive manner to further site and business unit business objectives.
  • Provide procurement guidance, interface with the procurement network, ensure compliance with Procurement Procedures and Policies and support overall business unit’s performance plans.
  • Develop good working relationships with all site support services, taking the lead in utilization of these internal resources as well as continually externally to assure a competitive cost structure in support of business goals and objectives.
  • Mentor and assist in development of other procurement personnel.
  • Develop and report cost savings in support of Procurement goal of reduction of 3rd party spend.
  • Review and maintain strategy to maintain site material and service
  • Support Texas City Refinery after-hours and emergency response.
  • Support the management of the departmental costs to meet or reduce plan performance budget.
  • Serve as a Delegate for Site Procurement Manager.

Qualifications

Essential Criteria & Qualifications

  • Minimum 10 years procurement and contracting experience
  • Previous experience Leading others
  • Bachelor’s degree (preferrably in procurement, engineering, or business)

Desirable Criteria & qualifications

  • Master’s degree procurement, engineering, or business
  • Strong commercial skills and business acumen
  • Good understanding of the relevant supplier bases, organization and cost structure
  • Strong analytical skills
  • Proven self-motivator with ability to network effectively
  • Proven ability to create innovation with an openness to change.
  • Solid facilitation skills.
  • Solid computer system skills – including Excel, Access, and Word
