Highlights of Materials Management Team Lead Position

Third party spend accounts for ~60% of the Refining SPU’s total non-hydrocarbon costs and so the Refining Procurement teams must play a key role in working collaboratively with the BUs to ensure this spend is managed competitively. A programme to transform the SPU’s Procurement and Supply Chain Management (PSCM) capability is now under development, combining early improvements in the way that we work and deliver value, with progressive change over the next 2-3 years to fully deliver all of the necessary upgrades in the organisation, processes and systems. The intent is to establish PSCM as a collaborative business partner, where engineering/technical experts work hand in hand with procurement professionals to deliver competitive sourcing decisions and a significant improvement in third party spend and productivity/utilisation. This will be achieved through improvements within procurement and within the business line teams, where the sourcing need is initiated through activities in capital projects, turnarounds, and routine maintenance.

Key Responsibilities for Materials Management Team Lead Position

Dimensions:

  • Works across site leadership to define, develop, implement and sustain effective and efficient materials management practices for the WBU
  • Oversees logistics activity – leads change to inbound freight to increase HSSE and reduce costs…potential to manage refinery storehouse
  • Oversee relationship with with 3PL logistics provider
  • Works with user groups that specify requisitions for materials and equipment to ensure accurate, efficient and timely requisitions, orders and receipts .
  • Work with ITS to design, implement and maintain SAP system for Purchase to Pay requirements

Role:

The Materials Management Team Lead will provide direction and oversight to material and equipment buying activity, including the supervision of 5-12 buyers. This role has the potential to lead the storehouse activity, inbound freight, and materials receipting, tracking and disbursement throughout the facility. Additionally, the Materials Team Lead will be responsible for the effective administration of the MMS and CTS system applications and the development of the new, replacement SAP system, ensuring that material requisitions are properly processed with approved suppliers. Also responsible for providing oversight to material management specialists involved in surplus disposition and chemical and catalyst movements.

Key Accountabilities:

Leadership and Management

  • Supports and contributes to WBU objectives by implementing the site procurement strategy when ordering materials and equipment and provision of logistics services
  • Responsible to develop, implement and oversee site wide materials management strategy, organization and service delivery
  • Potential to manage the storehouse, implement changes to inbound freight management and oversee the performance of a 3PL logistics provider
  • Responsible for materials receipting and tracking throughout the facility.
  • Provides leadership and direction to staff of buyers, material specialist and potentially warehouse staff
  • Hires, trains, coaches, counsels and evaluates performance of staff as required
  • Routinely communicates openly and with integrity with key business stakeholders to align direction between Procurement and the Business Unit strategy
  • Drives and supports compliance to standards and policies. Minimizes risk and cost exposure.
  • Help lead the development of new, replacement system for MMS/CLRs using SAP

Business Unit Procurement Management

  • Understand the Business Unit operational objectives and requirements for materials and work with the Procurement Team Leads to anticipate and fulfill the supporting procurement / material requirements
  • Provides process policy and procedures utilized by material coordinators.
  • Oversees the purchase of routine materials and equipment and invoice error resolution.
  • Executes logistics strategies and tactics across the WBU site
  • Potential to manage warehouse operations
  • Responsible for WBU supplier diversity efforts and measures progress to goal.
  • Responsible for the WBU pro – card program and makes recommendations for its effective deployment
  • Responsible for management of symbolized catalogue items
  • Execution of inbound logistic strategies for site
  • Oversee the CTS and MMS applications and ensure effective use with timely data maintenance and ongoing user training
  • Manage staff in fulfilling material requisitions and ensuring the timely placement of orders and receipt of conforming materials
  • Provide functional guidance and direction on materials management issues and ensure reliable material handling / storage processes across all Operations
