Highlights of Chief Procurement Officer Position

The client invented PTA, a key ingredient for making recyclable PET bottles, the ones most water and soft drinks are sold in. PTA is also used in clothing, home textiles, carpets and industrial fiber products. They also make paraxylene (PX) the raw material for PTA. The objective of the client is to produce and supply products that are critical building blocks for a wealth of consumer products in the world’s growth markets, cost-effectively and in an environmental friendly way, through employing the best people, taking care of our community, and delivering value to our shareholders.

The incumbent will lead all site procurement reports with full accountability and ownership of purchase strategy and spending. Spend exceeds $1 Billion and will include industrial gases, process chemicals and catalysts, bulk materials, indirect procurement, but excluding raw material purchases.   This incumbent will be responsible for recruiting, managing, developing and motivating a team of market facing procurement professionals and other specialists, and establishing the build-up of top strategic suppliers.

The business comprises manufacturing sites in the US, Europe and Asia.  There are 6 wholly-owned manufacturing sites in the US, Belgium, United Kingdom and Malaysia and 7 joint-venture manufactory sites in China, Indonesia, Korea, Malaysia and Taiwan.   In addition, procurement occurs in 3 technology centers, in the US, UK and China and commercial centers are located in US, Europe (Belgium and UK),  and Asia (Hong Kong, Shanghai and Kuala Lumpur).

Key Responsibilities of Chief Procurement Officer Position

Development and Delivery of Procurement Strategy

  • Set procurement team budget & objectives
  • Develop organisation (capability assessment, structure etc.)
  • Deliver and report all procurement KPIs at executive level

Ensuring Value Dollar Spent

  • Identify and deliver of sustainable cost savings
  • Establish quality, cost & delivery (QCD) agenda for supply base
  • Improve working capital – supplier payment terms
  • Undertake supplier & market sector management (supplier performance, category strategies etc.)

Risk Management

  • Ensure continuity of supply
  • Mitigate risk of supplier failure
  • Manage corporate social responsibility

Compliance & Governance

  • Set clear Delegations of Authority
  • Manage supplier contracts
  • Ensure process adherence

Procurement Delivery

  • Achieving a growing and challenging year-on-year value delivery target
  • Building, prioritizing and managing a pipeline of sourcing opportunities by understanding future demand and identifying where should be considered as potential source of supply; challenging the demand side through leveraging supply market knowledge and intelligence from both external sources and in country within CLIENT ‘s operation locations, including joint ventures;
  • Executing projects on time and to the satisfaction of stakeholders in terms of quality, total costs, and delivery reliability.

Functional Capability

Serving as the functional lead for the SPU, by building a motivated and professional Procurement community with both the directly managed teams and the in-country sourcing teams;
